The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are conducted: hopeful statements are released from various governments. Considerable effort is devoted on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity provided through timely intelligence. From vantage locations, military aircraft that had been dispatched to counter approaching guided weapons streaked across the sky – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably supplied through partner states. Every firing shakes the surroundings, causing tremors. The brief panic quickly transforms into grim resignation: possibly the incoming missile won't strike its target this time, sparing the city from devastation and another blackout.

Ongoing Risks

Not long after, a heavy machine gun engaged a drone close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, destruction and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, no doubt, continue.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a principle well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is impossible to force Russia to abandon the land that it presently holds in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does little to discourage Russia, through statements or actions, from assuming that the situation will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a entire defensive failure until circumstances change in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: political desires to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Summary and Prospects

It took a only one week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
